operates 24 hours a day, 365 days a year to provide gender-based violence victims with access to proxy reporting, emergency counseling, temporary protection, and referrals to relevant support services.

Service Overview Content
24–Hour Hotline Operation
  • Provides round-the-clock emergency counseling and comprehensive services including crisis response, assistance, and information delivery through a three-shift system, 365 days a year.
Emergency Counseling
  • Counseling provided via phone, KakaoTalk, and in-person visits.
  • Professional counselors provide victims with emergency counseling and guidance on protection measures.
On-site Counseling
  • A counselor visits the scene to provide counseling support, emergency rescue, urgent assistance, protective intervention, and referrals to relevant institutions.
Operation of Emergency Shelters
  • Offers temporary shelter (up to 7 days) including meals and lodging for victims of domestic violence and their children. In cases where referral to another protection facility is not feasible (e.g., dating violence or stalking), protection may be extended up to 30 days.
Referral to Emergency Protection Agencies
  • Following the initial consultation, clients are directly connected to specialized local agencies that address their primary needs through a call transfer system.
  • In emergency situations, victims are connected to investigative authorities, medical institutions, counseling centers, and shelters.
  • Operation of an emergency contact network within the local community and establishment of a network database.
  • Linking victims to protection facilities (short-term and long-term shelters).
Awareness-Raising
  • Promotes the role and necessity of 1366 within the local community through public awareness campaigns and outreach activities.
